Portugal Golden Visa: Why Investor Interest Is Growing in 2026
Portugal’s Golden Visa continues to attract international investors seeking European residency, greater global mobility and long-term options for their families.
Despite significant programme changes in recent years, the latest figures suggest that investor interest remains strong.
According to Portugal’s 2025 migration report, the country granted 2,685 Golden Visa residence permits to main applicants in 2025, an increase of approximately 29% compared with 2024. Including family members, the programme accounted for 6,652 residence permits. These figures point to renewed momentum in approvals, although they do not necessarily represent the number of new applications received.
What Is Driving Interest in Portugal?
1. A European Residency Option Without Full-Time Relocation
Portugal’s Golden Visa offers qualifying investors a route to residency without requiring them to relocate permanently. The standard minimum-stay requirement is generally seven days in the first year and 14 days during each subsequent two-year period, subject to applicable rules.
2. A Shift Towards Investment Funds
Following the removal of direct property purchases as a qualifying route in 2023, eligible investment funds have become a key option for new applicants. The principal fund route generally requires a minimum investment of €500,000 in qualifying, non-real-estate collective investment vehicles that meet the programme’s requirements.
This shift has encouraged investors to look more closely at fund structures, management experience, investment strategy, liquidity and risk before committing capital.
3. Growing Interest from US Investors
US nationals received 535 Golden Visa residence permits in 2025, making them the largest nationality group among main applicants that year. This reflects Portugal’s appeal to internationally mobile individuals and families considering additional residency options.
4. A More Selective Investment Environment
Investor interest is evolving alongside changes to Portugal’s immigration and nationality rules. Investors must now consider not only the residency pathway, but also processing times, investment holding requirements and the rules governing future naturalisation. A Golden Visa does not guarantee citizenship, and applicable eligibility and residence requirements must be met.
Is Portugal Still Worth Considering?
For investors seeking European residency with limited physical presence, Portugal remains an option worth evaluating. However, the decision should be based on personal objectives, financial circumstances, family needs and a thorough assessment of the qualifying investment.
